Is the solar panels operate using maximum power point tracker?
Solar powered street lights work on storing the solar energy during daytime in a battery. During night the battery dc voltage is converted to high frequency ac which can run special tube lights.
No solar panes do not operate on tracking system as the investment and equipment size is too large to justify its use for single street light.

Sure why not? You just need them to charge some form of battery that will run the lights at night, which means you need to be using low voltage lighting. You just need to factor in the lighting demand and the voltage requirement for the lights and be sure to get the appropriate solar panels and rechargable type batteries to match your needs and place it in a position that gets the optimum amount of sun in the winter (when the lights are going to be used) and using either a weather tight junction or solder and shrink tube the connection from the first stringers to the solar panel (this means cutting off the transformer plug).
Overall,………its probably going to cost more then to just use electricity by having to purchase the panels and appropriate batteries and any materials needed to convert. If you are about "going green" then I understand.
